Ioso's governor, Higuain Juan, was a ruthless man.

He raised his briefcase to show the governor, who nodded in satisfaction, affording the doctor a moment to breathe. Inside that briefcase were the sheets of paper keeping him alive, and the only reason he was alive was because he was to be used as a smokescreen.
