The supple economy of the Free Zone of Tuxela is one that would not flourish, if enforced under any laid down rules and procedures. 

It is normally conceived that without adequate law and order, a town or city would fall but in the case of Tuxela, such has been proven to be the reverse, more often than not. It is not negotiable, one does not have to be all law abiding before one can indeed make progress in whatsoever one has to do.
