The council styled government for the Familiar Realm is as Inclusive as inclusive could be.
Unlike other governments which are either styled by a dictatorship or a fully democratic style of government, this type of government practiced in the Realm of the Familiar People is the type that does incorporate most of the famous techniques.
One, the people of the Familiar Realms are naturally famous for their unnatural hospitality to whoever would be in their lands. That is, whoever would be recognized but the council of the town. That does not mean that the pope is not aware of this decision of the Council to welcome such people in. It would only be more abiding if they followed it through and acted like they were in full support of the council whereas his decision was one that they had jointly taken together.

Most times, the purpose of the council meeting is not often to seek approval from the people of the town. It is more engineered to give them an update, rateh tha to seek what they did think about the whole idea of what was being presented to them.
