In this fight Inochi only had one intention and that was to kill Nomura. However, to do it without any trouble he had to inflict an injury on Nomura with a one swoop attack.

That way he wouldn’t get caught for actually trying to kill an opponent intentionally. He would be able defend himself by trying to act as if he wanted to take down his opponent by all means that he didn’t noticed when his attack went too overboard and in a worst case scenario when he’s caught Sathanas-sama will be able to prevent him from getting any punishment but what Inochi planned was not what happened.
