At 7 am, four elderly men in dark green uniforms sat around a square table in a study on the right wing of the House of Custos. Huxley humbly stood beside them.

These men were the highest commanders of all the military forces in the Nine States. They were permanent residents of Shellcross.

Although they rarely showed themselves publicly, they were at the pinnacle of society.

"Huxley, you said the Isbell family buried Isaac Garten's daughter alive—do you have evidence?" Rodrick Shaffer, a thin man with bushy eyebrows, was sitting on the left side of the table.
