Leon had come to Grave Headquarters at Jarvis’s request about something important as he was told, but he stayed and waited in the lobby waiting when he realized that Jarvis was busy speaking with a group of older men, likely discussing matters related to Azrael.

He recalled that today was also the day Diane was supposed to meet with Jarvis… so seeing Ethan show up caught him off guard.
