"When we got word of Frankie's arrest, my mentor dispatched me to Salt City to handle the matter," Ruth explained. "In reality, his release was sanctioned by us. We've been monitoring him for a while, and it turns out he's a member of the Crimson Order."

Eric was taken aback. While the Combat Department had been investigating the Crimson Order, he hadn't expected someone like Frankie to be associated with them.
