Timothy cranked the Bone Multiplier ability to the max, and attacked the Sea Orc with it. He multiplied a bunch of bones, as the name would suggest, and thus created these whole, random bones across the target's spine!The idea was simple, he wanted to make the target immobile, so it wouldn't be able to flee anymore.
