Everybody knew about the thirteen seats of the Royal Aeth Council as well as the thirteen members that each held a seat at the council. Apart from the seven rulers, these thirteen council members held the highest authority in the whole Aeth civilization.
The seven Aeth rulers held supreme power and authority over the entire civilization whereas, the thirteen council members were responsible for the day-to-day administration of all matters related to the civilization as a whole.
