Before Zayn could fire the bullet, Gabriel suppressed Zayn's system device and the restart was launched.

Dylan was too late to prevent everything from happening. He can't do anything to prove to Zayn that not all cops are the same because Gabriel made Zayn restart his system first. This would cause Zayn to lose his memory and he would certainly not recognize Dylan or Gabriel.
