Of course, they can choose which faculty they want to get accepted to, hence, they can apply to it and study.

Also, even if you do not have a certain attribute, you can still learn other things so long as you pass the examination.

For example, if your only attribute is sword, but you've decided to learn magic or other weapons, so long as you can pass the exam, you'll be able to enroll in that faculty as well.

Attributes aren't the major factor to an individual, everyone can use different types of magic, but attribute means that you can use that element or mastery 100% better than those that do not have it.
