The first place he should check would obviously be the mayor's office. Even if the items weren't there, he would find clues or possible useful information there. 'Theodore' didn't think for a second that the mayor would have clean hands and might have some connections with the black market. He only took a few steps forward before his disguise came off.

"So it's been ten minutes," Luke commented to himself.

Luke had forgotten about the time limit and thought to himself that his speed must have greatly increased considering how much distance he traveled and how much he accomplished in that time.
