The birth record had been cut off since a thousand years ago and he could not get his hands on any material that said for certain, a male child of the Black family had been born at this time and that child had been taken away from the family.

Con's birth was not in the records, neither was the birth of his father because according to this record, the last person on the list had been Rhaegar Black, the last of the Blacks and the heir to the Black heritage.
