With Mission License, students can take actual missions like the ones who have official graduated from school. They are granted this right because they have proven themselves capable by passing the Field Exam, those are designed specifically like real missions. Of course, the Mission License isn't absolute pass to take part in every mission available. There are missions that required certain conditions that has to be fulfilled before one can even consider to take these missions.
