Because commoners weren’t allowed to have pets or tame animals, they did not feed the penguins. The Thompson family also made it a rule that the penguins shouldn’t be fed because their numbers were growing a lot.

So, when these penguins came to the market during migration as they did in the past, the officers used this opportunity to kill the penguins and then sell their meat.

Ulmer’s clone just happened to be at that market, and he saw over a hundred penguins being killed mercilessly. Not just that, the officers were laughing while killing little penguins. It was heart-rending to watch.
