No one participating in the Youth Games was allowed to leave the training grounds where they were allowed to camp.

There was a registry at the only entrance and exit into the training grounds enclosed by tall walls. Everyone who would come in and go out needed to leave their name. If there was anyone who didn’t know how to write, like Tenzai for instance, the guards standing there would help write their name.
