It was clear that the mayor needed an avenue through which he could release his anger and landing a slap each on the watchmen’s faces was the best way he could achieve that in that moment.

The watchmen also made it easy as they didn't hide their faces from the mayor but instead stood alert to receive their punishments.

“You all are lucky that I will have to stop for now so that I can attend the governorship debate,” Mayor Carney’s teeth were bare with anger. “We are not done with this. I need to prepare for this debate and that is the only reason why I haven't done worse to you all.”
