She was in the service of a certain Beggar Lord and was tasked with putting newcomers into situations that forced them to cough up money.

This was referred to as corporate stealing and was a known way of making money among beggars.

If one fell for it, that would be on them and no one would care, taking it as a fair game.

Once the pot would get broken, she would claim the unsuspecting stranger a thief and demand a fee for ruining what she had bought.
