-Rose City, Hundred Flowers Empire-

The Hundred Flowers Empire was a very powerful empire. It was a veteran empire that was well above average in strength.

They had cemented themselves as a power not to be trifled with during an incident that occurred 10 years ago, where 4 catastrophe class beasts joined hands together to attack the empire.

Everyone had thought that the empire would suffer heavy losses and might be wiped out; but to their shock not only did the empire repel the attack, slaying 2 catastrophe class beasts, they did so while suffering minimum casualties.

Since that incident, everyone acknowledged the Hundred Flowers Empire as a superpower.

That wasn't the only peculiar thing about the empire. Like the name suggested, there were a hundred cities in the empire. They were all named after flowers, with the smaller cities almost half the size of a kingdom while the larger ones were as big as a kingdom. The combined size of all the cities made the empire encompass a very large territory.

The Empire followed an independent ruling system, which meant that each city were its own sovereign. Therefore each city had its own rules and was like a different kingdom on its own despite the fact that they belonged to the same empire.

The empire employed a ranking system, and each city was ranked based on their contributions to the empire. This was to prevent unnecessary wars among the cities and at the same time ensuring that each city was still subservient to the empire.

Rose city was a very powerful city in the empire, with its territory as large as a kingdom. They were ranked 9th based on their contributions to the empire. The city was fairly busy, and was brimming with life. Some people were haggling in the markets, some were getting breakfast, while some were walking hurriedly, probably late to their place of work.

In the heart of the city, an imperious building stood. It was very tall, and was as beautiful as it was imperious. Different people in uniform went in and out of the building, and several people stood at the imposing gates. On the top of the walls were two flags, one belonging to the empire, and the other one belonging to the city, with the insignia of a rose flower printed on it.

Inside the busy building two people, a man who seemed to be in his early thirties and a young woman walked briskly. The people in the hall immediately stopped and saluted them as they passed.

The man was dressed in a blue military uniform, with a blue rose pinned to his chest. The man was fit and tall, and was fairly handsome. His uniform was a bit wrinkled at the edges, and he was sweating profusely.

The young woman, who seemed to be his secretary, was dressed in a similar military outfit. She was very attractive, with a stunning figure. She was also sweating, though not as much as her superior and her face were a bit flushed. She was uncomfortable, though it didn't show on her face, as she didn't put on her underwear due to the emergency summons.

Her nether regions were still twitching strongly from the intense actions she engaged in few minutes ago. Her throat was still hurting from trying to swallow more than she could, and she was glad that she wouldn't be saying anything during the meeting.

After walking for a few minutes, they finally got to their destination. The man pushed the door open and entered the room.

The room was already packed with people, with only a few empty seats. Inside the room looked like a typical conference room, as a round table occupied the center of the room.

The people present all looked like they arrived hurriedly, as the summons was urgently issued. He noticed that everyone present was an important figure in Rose city's military. The man greeted a few people before making his way to his seat.

After a few minutes, the remainder arrived and took their seats. After everyone had arrived, the door pushed open and a man walked in.

Everyone present in the hall stood up and saluted; veneration present in their eyes. The reason was fairly simple. General Yuklein was present during the incident 10 years ago and took center stage in the fight against the catastrophe class beasts.

He was just a sergeant at the time, but he fought more valiantly than any General present. His actions instilled great morale in the heart of the soldiers and gave them an extra layer of strength during the fight. He had been promoted over the course of 10 years after the incident and was now a three star General. He was assigned to Rose city as its commander.

General Yuklein was not tall, and he was average in looks. He had a bald head and was dark skinned. He wore the same military uniform as everyone present, but he had a white rose pinned to his chest.

"General Yuklein." The officers saluted.

General Yuklein nodded before seating down, his chair located at the head of the table.

"I'm sorry to call you all here without a moment's notice." General Yuklein started, a gloomy expression appearing on his face.

"I appreciate everyone's presence here, as I know that you all are very busy and have a lot of things to take care of."

Everyone present smiled.

"Don't sweat it General Yuklein. It is our honor to be here."

"Yes, General. Don't mind us. Nothing could be more important than the reason why you used the red alert to summon us."

"Is it another monster invasion?" An officer with a balding head asked.

"A monster invasion? Damn those beasts! I'll rip them apart and hang their skulls on the walls of this city!" Another officer with bulging muscles exclaimed.

"Calm down Colonel Bruce. Various hunter guilds just completed the quest we issued this month. They successfully cleared the surrounding area of any Hazard class monsters and above. There shouldn't be any risk of a monster invasion now." An officer, who looked like a scholar, said.

General Yuklein looked on in silence as the officers made suggestions about the reason why they were all gathered here. He was about to speak when an officer rose from his seat, his eyes wide with shock.

"Impossible!" He exclaimed, disbelief evident in his voice.

Everyone kept quiet and turned to the officer. The officer, a man in his early thirties, apologized before taking his seat. He turned to everyone present before saying.

"I think we're all wrong about why we've been summoned."

The officers looked at him in confusion. It wasn't a monster invasion? Why were they summoned then? Was the empire in danger of being attacked? No. That shouldn't be the case. There shouldn't be anyone aiming for the empire now. So why were they summoned then?

As everyone was pondering over the reason they were summoned, General Yuklein voice sounded in the room.

"Colonel Davis is right. The reason I summoned you all is not what all of you are thinking." General Yuklein stood up and snapped his fingers, casting a spell. "I believe that seeing is better than hearing it from me."

A translucent screen suddenly appeared in the middle of the round table in the room. Everyone turned their attention to the screen. After viewing the scenes displayed on the screen, they fell silent.

The atmosphere in the room was no longer as cheerful as before. The officers now donned a gloomy expression on their faces.

General Yuklein was the first to speak, breaking the frigid silence.

"I know it's hard to believe, but the images say otherwise. This scene occurred 2 days ago. As it stands now, the city of Rakades is no more."

Everyone sucked in a deep breath. Hearing it from the General's mouth increased the gravity of the situation.

"Was it a new disaster class monster?" Davis, the officer in his early thirties having an affair with his secretary asked.

General Yuklein shook his head as he replied.

"I'm afraid it's something worse than that."

Something worse than a disaster class monster? Everyone's heart pounded furiously, as a monster capable of causing that much destruction was very unsettling.

"This scene of mass destruction wasn't caused by a monster, contrary to everyone's belief. It was caused by an awakened."

'An awakened?!'

The officers subconsciously gulped. Any person capable of causing such mass destruction was definitely a being half step into a demi-god or a demi-god himself! The officers present were merely masters in their awakened classes, and they barely qualified as powerhouses. Only General Yuklein, who was a peak Arch Mage, could go against such a person.

"The examiners at the scene discovered the presence of grand scale magic. They concluded that the culprit was a peak Arch Mage, who is capable of erasing small cities on his own."

General Yuklein glanced at the officers seated. They all had grim expressions on their faces.

"That's not all." He continued. He stretched his hands and his assistant handed him a brown envelope. He opened the envelope and passed out the letter in the envelope. As the letter was going round, General Yuklein spoke.

"That is a letter from the Pearl Magic Association. According to their informants they have an idea on who the culprit is."

Davis grimaced at the mention of the Pearl Magic Association. The fact that a very powerful Magic Association reached out to them was shocking. They only reacted when the issue they were dealing with was very dangerous. It suddenly occurred to him that he may have underestimated the gravity of the situation.

Everyone turned their attention to General Yuklein, curious to know who the culprit was, that they were able to make the Magic Association reach out to them. The General nodded in confirmation before saying the name that they least expected to hear.

"The Purple Pavilion."

    The night passed quickly with Lukas following his daily routines which were his usual meditation and exercises.The next morning Lukas woke up early as usual.     “Denied.” Amanda said authoritatively, twirling her wand as she spoke.Ciel let out a light groan when she heard Amanda’s response. This was the fourth quest she had suggested to Amanda but she had denied it just like the other three she submitted to Amanda.Lukas stood up and handed over a document to Amanda. He didn’t read it this time because Amanda told them not to read out loud anymore. Instead he just turned and went back to searching for a new quest. After having his quests rejected eight times, twice that of Ciel, he gave up on complaining about the rejection.     The reason for their shock was obvious and understandable. At their level as Basic Mages the feat that their team leader performed was completely shocking to them. Casting a magic spell without the use of a magic circle was something they couldn’t comprehend.They had been taught that it was impossible to cast a magic spell without a medium which was why magic circles were required for casting spells so seeing Amanda cast a magic spell without a magic circle was utterly shocking to them.Amanda paid them no heed. She could clearly see their confused gazes and shock at her method of casting magic but made no plans to explain it to them. Not only was it stressful to do so there was absolutely no need for her to do so. She saw no reason to explain the mystery to them.“These documents contain several quests issued by the Hunter Association.     New Rules

    The new rule passed by the Chairman of the Hunter Alliance created a buzz among the Hunters. As expected, the hunters and Guilds were not welcoming of such rule. They had reported to the Hunter Alliance in hopes of them providing a reasonable solution, but instead all they got was a ban telling bronze ranked hunters not to participate in dungeon runs. Of course they were several bronze ranked hunters or Guilds who disregarded this rule and went ahead on dungeon runs. However their ending was far from ideal. The bronze ranked hunters all had their hunter’s license revoked permanently while the Guilds involved were given a 12 month ban on participating in dungeon runs. A 12 month ban was similar to crippling the Guild’s flow of profit because they couldn’t rely on expeditions alone, needless to say that dungeon runs were twice as profitable as expedition. When several hunters heard the harsh punishment passed on the hunters and Guilds that violated the rule, several bronze ranked hunt
