Unlikely Alliances

Victor couldn’t shake the frustration gnawing at his gut. Alexei, the Phantom, had slipped through his fingers. The bastard was still out there, plotting his next move. The headquarters lay in ruins, his empire shaken to its core, and now Victor knew he couldn’t take down the Phantom alone. He needed allies, no matter how much he despised the idea.
